Overview

Registered Training Organisations are responsible for many duties after becoming registered, such as annual statements, AVETMISS data submission, and marketing compliance. Among these tasks, validation of assessments is notably challenging. While validation has been covered in multiple articles, let's return to the basics. ASQA identifies assessment validation as quality assurance of the assessment procedure.

At its core, assessment validation is focused on identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards specify two forms of validation. The primary type of validation of assessments ensures compliance with the requirements of the training package within your organisation's scope. The other type ensures that assessments follow the Principles of Assessment and rules of evidence. This indicates that we perform validation both before and after the assessment. This article will focus on the first type—assessment tool validation.

Exploring the Types of Assessment Validation

- Assessment Tool Validation: Referred to as pre-assessment validation or verification, is related to the primary part of the regulation, ensuring ensuring all unit requirements are met.
- Post-Assessment Validation: Is related to the conduct, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Conducting Assessment Tool Validation

When to Validate Assessment Tools

The aim of validating assessment tools is to make sure that all components, performance standards, and evidence of performance and knowledge are covered by your evaluation tools. Therefore, whenever you obtain new training materials, you must perform assessment tool validation before students use them. There's no need to wait for your next 5-year cycle validation schedule. Check new materials right away to confirm they are suitable for student use.

Nevertheless, this isn't the only time to conduct this type of validation. Do validation of assessment tools also when you:

- Enhance your resources
- Incorporate new training products on scope
- Review your course against training product updates
- Note your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Training Products Requiring Validation

Note that this validation ensures compliance of all training materials before being used. All RTOs must validate resources for each course unit.

Resources Needed to Start Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your training materials:

- Mapping Resource: The first document to review. It indicates which assessment tasks meet course unit requirements, assisting in faster validation.
- Student Workbook: Ensure it is suitable as an assessment tool during validation. Check if guidelines are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also verify if instructions for assessors are sufficient and if clear standards for each evaluation item are provided. Clear benchmarks are crucial for reliable assessment outcomes.
- Additional Resources: These may include checklists, logs, and templates developed separately from the student workbook and marking guide. Validate these to ensure they fit the assessment activity and meet course unit requirements.

Validation Panel

Standard 1.11 specifies the requirements for panel members. It states validation can be performed by one or more people. However, RTOs usually ask all educators and assessors to participate, sometimes including field experts.

Collectively, your validation panel must have:

- Vocational Competencies and Current Professional Skills relevant to the unit being validated.
- Current Expertise in Vocational Teaching and Learning.
- Either of the following training and assessment credentials:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles Guiding Assessment

- Equity: Is equal opportunity and access provided to everyone in the assessment process?
- Versatility: Are there multiple ways to demonstrate competence, accommodating different this site needs and preferences?
- Relevance: Does the assessment evaluate what it is intended to evaluate?
- Consistency: Will different assessors make the same decision on skill competence?

Rules of Evidence

- Validity: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Sufficiency: Is there enough evidence to ensure that the learner has the skills and knowledge required?
- Originality: Is the evidence genuine and truly representative of the candidate's abilities?
- Timeliness: Does the evidence reflect current skills and knowledge?

Specific Considerations for Assessment Validation

Pay attention to the action words in the unit criteria and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

- Change diapers
- Prepare and feed bottles, clean feeding equipment
- Prepare and give solid food to babies
- Respond appropriately to baby signs and cues
- Prepare babies for sleep and help them settle
- Observe and promote suitable physical activities and motor skills for babies

Frequent Errors

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit criteria is meant to assess underpinning knowledge (i.e., evidence of knowledge), students should be carrying out the tasks.

Mind the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

All or Not Competent

Pay attention to enumerated tasks. As mentioned earlier, if students do not complete all the tasks listed, it’s not compliant. Each assessment task must meet all criteria, or the student is incompetent, and the assessment method is not compliant.

Be Specific!

Each assessment item must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your guidelines do not confuse students or trainers.

Avoid Double-Barrelled Questions

Steering clear of double-barrelled questions makes it more straightforward for students to respond and for trainers to accurately assess student competence.

Audit Guarantees

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these assurances, you must wait for an audit before they help rectify noncompliance. This impacts your compliance record, so it's better to take a proactive and compliant approach.

By following these recommendations and understanding the Principles of Assessment and rules of evidence, you can ensure that your evaluation tools are compliant with the requirements set by ASQA and the SRTOs 2015.
